Accessible high quality healthcare depends on a multitude of factors relating to the financing, organization, regulation and delivery of services. The resources a system has at its disposal to pursue its goals are an equally crucial element. And while physical resources e.g. hospitals and hospital beds, have been discussed in the previous section, here we will see the issues of human resources, and access and accessibility of medicines.
