If the proclamation of justice and peace is an integral part of the task of
evangelization, it follows that the promotion of these values should also be a
part of the pastoral programme of each Christian community. That is why I urge
that all pastoral agents are to be adequately trained for this apostolate.
"The formation of clergy, religious and laity, imparted in the areas of
their apostolate, should lay emphasis on the social teaching of the Church.
Each person, according to his state of life, should be specially trained to
know his rights and duties, the meaning and service of the common good, honest
management of public goods and the proper manner of participating in political
life, in order to be able to act in a credible manner in the face of social
injustices".211
As a body
organized within the community and the nation, the Church has both the right
and the duty to participate fully in building a just and peaceful society with
all the means at her disposal. Here we must mention the Church's apostolate in
the areas of education, health care, social awareness and in other programmes
of assistance. In the measure that these activities help to reduce ignorance,
improve public health and promote a greater participation of all in solving the
problems of society in a spirit of freedom and co-responsibility, the Church
creates conditions for the progress of justice and peace.
