5. This question cannot be regarded from one standpoint only. It is indeed concerned with external goods, but it is preeminently concerned with religion and morals. It is also directly connected with the civil constitution of the laws, so that in the last analysis, it has a broad reference to the rights and duties of all classes. Furthermore, when we apply the evangelical principles of justice and charity to this question and to the conduct of life, the manifold interests of private individuals are necessarily affected. And to these considerations must be added certain conditions of business and industry, of workers and owners which are specifically peculiar to Belgium.
