6. The clergy, however, will fulfil the duties committed to their charge fully and as a whole when, by the care of the bishops such a disposition of mind and intention has been brought about in the sacred seminaries as the dignity of the Christian priesthood and the natural change of times and manners require; they ought, indeed, to surpass others in the excellence of their teaching, and, which is the chief thing, in great reputation for virtue, so that they may attract the minds of men to it and lead them to its observance.
