3. The Commissions will be formed prior to the Chapter according to the criteria of international representation. Membership will be made known before the Chapter. The will work contemporanously on the same theme so as to facilitate the comparison and research in Assembly. We see times of study for interprovincial Conferences or for language areas, in relation to specific themes.
