133 Just as Peter was made the head of the Apostolic College and the foundation upon which the Church is built, so the Successor to Peter, namely, the Roman Pontiff (cf. 1G, 22), is the visible head of the College of Bishops and of the entire People of God. He fulfils his universal office of teaching and of ruling as Vicar of Christ and Shepherd of the whole Church (cf. 1G, 22), always for the welfare and spiritual development of the People of God. He can, however, freely carry out this office according to the needs of the Church, either in a personal way, or in a strictly collegial way, that is, together with the bishops of the entire Church. The personal way he exercises either by his own acts or through acts of his ministers, principally by acts of the Offices of the Roman Curia.
