3. What is necessary in order for a council to be ecumenical? An Ecumenical Council starts out as a general council — that is, a council in which all Orthodox bishops of all Orthodox communities gather to solve problems pressing to the entire Church. When the decisions reached in such a council are accepted by the entire Church in all places and times, and when the decisions are certified by a subsequent general council, the council is then termed ecumenical.
