3.- “Governing” can be understood in two ways: 1) as promotion of the common good and, as such, it belongs to everyone; all the members are invited (and I would say obligated) to carry it out as active subjects; 2) as that specific action of those who are placed at the leadership of the entire body of the Congregation or of particular entities (province, region, local community, special work group, etc…) and who, in view of the good of all, received authority and powers. Later we will see the consequences of this important distinction.
