Canon 1413

1. One who has not completed the fourteenth year of age is not

subject to any penalty. 2. Those, however, who have committed

an offense between their fourteenth and eighteenth year of age

can be punished only with penalties which do not include the loss

of some good, unless the eparchial bishop or the judge decides in

special cases that their reformation can be better provided for

otherwise.
