Canon 1459

1. Bishops who have conferred episcopal ordination upon someone

without a mandate of competent authority, and the one who accepted ordination from them in this manner, are to be punished with

a major excommunication. 2. A bishop who has conferred diaconal or presbyteral ordination upon someone against the prescriptions of the canons, is to be punished with an appropriate penalty.
