Canon 1519

1. The person who issues a decree should keep in mind and aim

at what is the best way to lead to the salvation of souls and the

public welfare, observing exactly the laws and legitimate customs, justice and equity. 2. The decree should contain the

reasons, at least in summary form; if there is danger of public

or private harm, so that the reasons should not appear in it,

they are to be contained in a secret book and revealed, if asked

for, to the one who is studying the possibility of interposing a

recourse against the decree.
