Canon 130

1. The ordinary power of the patriarch in all matters excluding

those which cannot be done without the consent of the synod of

bishops of the patriarchal Church passes to the administrator of

the patriarchal Church. 2. The administrator of a patriarchal

Church cannot remove from office the protosyncellus or the syncellus of the eparchy of the patriarch nor innovate anything in

the vacant patriarchal see. 3. Even though he lacks the prerogatives of a patriarch, the administrator of a patriarchal Church

precedes all bishops of the same Church, not however in the synod

of bishops of the patriarchal Church for the election of a patriarch.
