1. The eparchial bishop governs the eparchy entrusted to him

with legislative, executive and judicial power. 2. The eparchial bishop personally exercises legislative power; he exercises

executive power either personally or through a protosyncellus or

syncellus; he exercises judicial power either personally or

through a judicial vicar and judges.
