Canon 361

A cleric, mostly for the evangelization of the whole Church, is

not to be denied a transfer in enrollment or a move to another

eparchy laboring under a severe lack of clergy, so long as he is

prepared and suitable for carrying out the ministry there, unless

there is a true need in his own eparchy or Church sui iuris.
