1. The following persons can dispense from a private vow for a just reason provided the dispensation does not injure a right acquired by others: (1) for his own subjects, any hierarch, pastor, and local superior of an institute of consecrated life who has the power of governance; (2) for other Christian faithful of his own Church sui iuris while they are present within the territorial boundaries of the eparchy, a local hierarch; and also a local pastor within the territorial boundaries of his own parish; (3) for those who are present day and night in a house of an institute of consecrated life, the local superior, who has the power of governance, and his major superior. 2.
