1. A conflict between judges as to which of them is competent to hear the case, is to be decided by the appellate tribunal of that judge before whom the action was first advanced by an introductory petition of suit. 2. If, however, the other tribunal is the appeal tribunal of the first one, the controversy is to be decided by the tribunal of the third instance for the tribunal before which the action was first introduced. 3. There is no appeal to decisions handed down in these conflicts.
