Although a penal action has been extinguished by prescription: (1) any contentious action that might exist to recover damages arising from the delict is not by that very fact extinguished; (2) if the public good so requires, the hierarch may apply opportune administrative remedies, not excluding suspension from the exercise of sacred ministry or removal from office.
