Canon 1172

The following may not validly undertake the function of arbitrator: (1) minors; (2) those bound by the penalty of excommunication, even minor, suspension or deposition; (3) members of institutes of consecrated life or societies of apostolic life in

the manner of religious without the permission of the superior.
