Canon 121

If for a serious reason in the judgment of the synod of bishops

of the patriarchal Church, the permanent synod cannot be constituted, the Apostolic See is to be notified and the synod of

bishops of the patriarchal Church is to elect two bishops, one of

whom must be from the eparchial bishops, who with the patriarch

act in lieu of the permanent synod for as long as the reason

continues.
