Canon 139

The eparchial bishop who exercises his power outside the territorial boundaries of the patriarchal Church and does not belong

to a province, should designate a certain metropolitan, having

consulted with the patriarch and with the approval of the Apostolic See; to this metropolitan belong the rights and obligations

mentioned in can. 133, 1, nn. 3-6.
