Canon 610

1. Bishops have the right to preach the word of God everywhere,

unless the eparchial bishop in a special case expressly forbids

it. 2. Priests have the faculty to preach where they are legitimately sent or invited. 3. Deacons too have the same faculty, unless particular law has determined otherwise. 4. In extraordinary circumstances, especially to supply for the scarcity

of clerics, the eparchial bishop also may give the mandate to

preach even in church to other Christian faithful, observing can.
