Canon 840 1. Permission for a secret marriage can be granted by the local hierarch for a serious and urgent reason and also includes the grave obligation of observing secrecy on the part of the local hierarch, the pastor, the priest who was granted the faculty of blessing the marriage, witnesses, and the one spouse if the other does not consent to revealing it. 2. The obligation of observing secrecy ceases on the part of the local hierarch if serious scandal or serious harm to the sanctity of marriage is threatened by the observance of secrecy. 3. A marriage which is secretly celebrated is to be recorded only in the special register which is to be kept in the secret archive of the eparchial curia unless a most grave reason prevents it.
