The prescriptions of law concerning executive power of governance

apply, unless common law provides otherwise or it is evident from

the nature of the matter, also for the power spoken of in cann.

441, 1 and 511, 1 and for the faculties which are required by

law for the valid celebration or administration of sacraments.
