Most Holy Father,

The idea of hastening to the aid of the Italian migrants is ripe. The public press is constantly exciting this or the other person governing the country to raise its voice that something be done. It would be a very grave harm if Freemasonry should anticipate the Church and arrive at taking control of this field.

            It is precisely to prevent this from happening that I, even though the least of bishops, thought it proper to write a few pages on this important matter, also in view to better dispose people in favor of the project of evangelization I presented on the expressed desire of Your Holiness to the Sacred Congregation of Propaganda, in case it should be approved.³

            I place a copy of my humble work at the feet of Your Holiness in the hope you will deign to accept it.

            Imploring your Apostolic Blessing, with the reverence of a subject and affection of a son, I confirm myself.
