         Mantua, November 27, 1889

Dear Sir,

I have the duty to thank you for the kind invitation you sent me to indicate the personalities of this City who can participate in the Society of Protection for the migrants. I would like to be able to satisfy your holy desire by proposing some outstanding names, who would be honored to involve themselves in such a meritorious work. Notwithstanding all my good will, I can’t unfortunately bring together not even three individuals. To the conditions of the times, here we have to add also those peculiar to this blessed diocese. I don’t want, however, that Mantua be indifferent to such a generous appeal. If you don’t mind it, I propose as a center of action for this Diocese, the diocesan Committee, that has its office in the bishop’s palace, formed by persons of low status, but of Catholic sentiments and big heart, and who very willingly shall work on behalf of the poor emigrants.

            As for the blessing you implore, after the authoritative word of the Holy Father, who in his letter of November 25, 1887 to H.E. the Bishop of Piacenza approves, recommends and blesses this project, nothing else

is left for me but to pray the Lord that he may hear all the requests of His august Vicar. This is what I do and will always do with all my heart wishing the best satisfactions especially to the generous promoters of this project, and to you first of all, with every esteem and respect.
