Forgive me if I have delayed so long in answering your very appreciated letter of February 28. I had much to do and, besides, I wanted to reflect at
greater length on that serious problem which I have truly very much at heart. I need not add that I have spoken about it, more than once, with the Holy Father. It would not be difficult, nor displeasing, to His Holiness to address the word of comfort you suggest to all migrants of every nationality. But I think that this word should be pronounced when it can be followed up without delay by an effective measure. It is precisely in this that we lack a clear line of conduct and a concrete program of action. A Commission Pro emigratis catholicis could be appointed, I agree. But then, what? It is necessary to find competent people first; then, to formulate a line of action; determine the limits of the apostolate of the Commission and the means to be put at its disposal, as well as indicating the practical way of using them. In a word, we need preparatory work, otherwise we shall have only words, promises, a Commission, good intentions, complications with other similar societies, but nothing more. See if you can study this affair, Monsignor, and prepare the necessary prerequisites for an effective action which, in my opinion, should not start with too much noise and to vast proportions. It would be better instead to begin as the “mustard seed” which later on, with God’s blessing, grows ever more.
I have not failed to write immediately to Brazil in the sense you suggested and I am waiting for an answer.
